Israel is the most developed, but compared to Saudi Arabia, Kuwait, just look at their cash reserves and GDP.

Israel:

$142,510,000,000 Cash reserves (19)

$306,000,000,000 GDP

Saudi Arabia:

$445,000,000,000 (7)

$779,290,000,000

Kuwait:

$40,600,000,000 (45)

$134,761,200,000

As you can see, while Israel is with a large GDP and Cash Reserves, they are about 1/3 of what Saudi Arabia is.

There is a point to add, Kuwait and Saudi Arabia are making almost all their wealth off of oil, Israel is just started to access their energy sources, they could pass Saudi Arabia if they do get their production going, unlike Saudi Arabia, they are not dependent on one commodity for the majority of the GDP
